Abstract:

Визначено сутність ґендерної політики в органах публічної влади, а також найдієвіші інструменти ґендерного інтегрування, якими є ґендерна статистика, ґендерний аналіз і ґендерне бюджетування. Доведено, що ключову роль у процесі публічного управління відіграють емоційний інтелект, соціальна компетентність і суміжні здібності. Розглянуто стратегії, що використовуються різними державами з метою подолання нерівності між чоловіками та жінками, а також заходи, що є дієвими в цьому напрямі. Визначено основні напрями ефективної реалізації ґендерної політики, що можуть привнести новий стиль управління в органи публічної влади.

Description:

It is indicated that the issue of gender inequality is recognized at the global level, as the presence of women in public space is limited in many countries. The factors that slow down the process of increasing gender equality in public authorities are identified, which are the lack of a comprehensive system of implementation of gender policy at various levels and structures, insufficient program planning in this area and lack of analytical and statistical information on certain aspects of gender policy. It was noted that there is currently a significant gap in three gender dimensions in the field of public authorities: availability, salary, seniority. Based on the analysis of gender policy and gender parity in public administration, the essence of gender policy in the sphere of public authorities has been determined, the need for its formation and implementation has been substantiated. The most effective tools of gender integration, such as gender statistics, gender analysis, and gender budgeting, have been identified. The characteristics of a modern manager, which are characteristic to a certain extent of women and put them on a competitive level, have been highlighted. It has been proven that emotional intelligence, social competence and related abilities play a key role in the process of public management. Strategies used by various states to overcome inequality between men and women and effective measures in this direction, such as gender quotas, the existence of an ombudsman institute for equality in rights and opportunities between women and men, etc., have been considered. The main directions of effective implementation of gender policy, which can bring a new style of management in the sphere of public authorities, have been substantiated. Attention is focused on the importance of educational measures on the implementation of gender policy, especially those related to the introduction of a gender component into the educational process of training specialists in the field of public management and administration.
