Запропоновано застосування заходів державного стимулювання інноваційної діяльності через забезпечення фінансування інноваційних процесів за рахунок бюджетних коштів, формування механізму податкових стимулів, застосування програм підтримки суб’єктів малого та середнього бізнесу, спрощення і прискорення адміністративних процедур; реалізації програм працевлаштування. Із цими стимулами та засобами інноваційні винаходи повинні виходити на рівень виробництва. Рекомендовано українським суб’єктам господарювання поглиблювати кооперацію із великими зарубіжними компаніями - виробниками зброї із Великої Британії, ФРН, США, Туреччини, країн Балтії і Скандинавії та ін. Визнано за потребу для активізації процесів появи нових інноваційних винаходів та промислової реалізації наявних приділяти увагу законодавству України про стимулювання інноваційної та і взагалі господарської діяльності, модернізації профільного Закону України «Про інноваційну діяльність», адаптації законодавства інших держав, особливо acquis ЄС.
It is proposed to apply measures of state stimulation of innovative activity by ensuring financing of innovative processes at the expense of budget funds, forming a mechanism of tax incentives, applying programs of support of small and medium-sized businesses, simplifying and accelerating administrative procedures; implementing employment programs. With these incentives and means, innovative inventions should reach the level of production. It is recommended that Ukrainian business entities deepen cooperation with large foreign companies - arms manufacturers from Great Britain, Germany, the USA, Turkey, the Baltic countries and Scandinavia, etc. It is recognized as necessary to intensify the processes of emergence of new innovative inventions and industrial implementation of existing ones to pay attention to the legislation of Ukraine on stimulation of innovative and economic activity in general, modernization of the profile Law of Ukraine "On Innovative Activity", adaptation of the legislation of other states, especially the EU acquis.
