Фінансова підтримка відкриття бізнесу українськими біженцями і ВПО з боку міжнародних організацій і держави

Abstract

Анотація. Вступ. Досліджено програми Європейської Асоціації Розвитку Бізнесу, спрямовані на підтримку біженців, які бажають розпочати освітній бізнес за кордонами України (у країнах ЄС, Великій Британії, Швейцарії, США, Канаді або Австралії), порівняно із програмами в Україні, які допомагають у створенні бізнесу ВПО. Мета. Метою статті є аналіз програм, з яких біженці та ВПО можуть одержати фінансову й іншу підтримку відкриття бізнесу, поглядів окремих дослідників та надання пропозицій щодо оптимізації цих процесів у напрямі зменшення кількості біженців за рахунок переведення їх у категорію ВПО. Матеріали і методи. У статті використано класичні методи наукового пізнання: герменевтично-семантичний, системно-структурний, структурно-функціональний, порівняльно- правовий та ін. Результати. Виокремлено законодавчі акти, за допомогою яких здійснюють захист біженців у інших країнах, зокрема: Конвенцію про статус біженців, Протокол щодо статусу біженців, Угоду про асоціацію між Україною, з однієї сторони, та Європейським Союзом, Європейським співтовариством з атомної енергії і їхніми державами-членами, з іншої сторони, Директиву Ради 2001/55/ЄС, Рішення Ради Європейського Союзу 2022/382 від 04.03.2022 р. та ін. Перспективи. Показано вирішальну роль держави і міжнародних організацій у розвитку бізнесу в Україні, що повинно сприяти поверненню біженців з інших держав до України і зміну їх статусу на ВПО. У цьому напрямі робота має продовжуватися.

Summary. Introduction. The article examines the programs offered by the European Association for Business Development, which supports refugees interested in starting educational businesses outside Ukraine (specifically in the EU, the UK, Switzerland, the USA, Canada, or Australia). Purpose. The purpose of this article is to analyze programs that provide financial and other support to refugees and internally displaced persons (IDPs) who are starting a business. It also presents the perspectives of individual researchers and offers suggestions for optimizing these processes to facilitate a transition from refugee status to IDP status. Materials and methods. The article employs classical methods of scientific inquiry, including hermeneutic-semantic, systemic-structural, structural-functional, and comparative-legal approaches. Results. This is compared with programs in Ukraine designed to assist IDPs in establishing their businesses. In Ukraine, IDPs and those remaining in the country are provided with training to develop “entrepreneurial competence”. The British charity OPORA offers organizational and consulting support to refugees, while the Ukrainian state has introduced the “eRobota” program. Employers who hire IDPs may receive payments of UAH 6,500 per month for each employed individual, available for up to two months, based on an application submitted to the employment center in either electronic or paper form. The importance of tax liberalization and preferential state lending for IDPs looking to start businesses is also emphasized. Discussion. The state program “National Cashback”, which compensates consumers for 10 percent of their purchases of Ukrainian goods while promoting domestic manufacturers, has received positive feedback. The article highlights the need to support innovative activities in Ukraine and encourages IDPs to participate in the creation of startups focused on producing innovative products. A key task for the state is to attract qualified, creative, and unconventional Ukrainian specialists and workers from abroad, motivating them to establish businesses that achieve innovative results. The article also outlines the legislative frameworks protecting refugees in other countries, including the Convention Relating to the Status of Refugees, the Protocol Relating to the Status of Refugees, the Association Agreement between Ukraine and the European Union, the European Atomic Energy Community, and their member states, as well as Council Directive 2001/55/EU and Decision 2022/382 of the Council of the European Union dated March 4, 2022. The article underscores the crucial role of the state and international organizations in fostering business development in Ukraine, which should aid in the return of refugees from abroad and facilitate their transition to IDP status.
